Business Analyst - IT Transition

This IT Transition project consisting of:

  • Transition of certain services from sourced to outsourced, with new business processes developed to manage the new relationship;
  • Transition of the majority of retained systems and services by arranging that their planned life-cycle replacement happens during the move window, with the systems being transformed during the migration to the new campus
  • Physically moving those retained systems where the life-cycle replacement strategy is not feasible.

The transition plan will involve working with multiple CSE business units to understand business models, system inventories, dependencies, network architecture, life-cycle schedules, etc.

The scope of work for this requirement may include:

  • Work with assigned work group to align required activities and deliverables
  • Assist in mitigation activity for sub-activity with issues, schedule delays, etc.
  • Provide feedback to the Project Manager on progress and issues.
  • Work with the stakeholders to understand their business lines, requirements, technical specifications, system architecture, data model and operational environment.
  • Facilitate communication among key stakeholders as and when required.
  • Negotiate solutions between stakeholders and technical team.
  • Validate solution against requirements.
  • Participates in project activities such as strategic enterprise analysis, risk management, issue management, and change management.

M1 The proposed resource must possess:

  • • A University degree in Computer Science, Engineering, or Business
    Administration and a minimum of five years experience in the last eight
    years related to a Business Analyst role.
    or
  • • A College diploma in Computer Science, Engineering, or Business
    Administration and a minimum of six years in the last eight years
    related to a Business Analyst role
    or
  • • A minimum of 8 years experience in the past 10 years in the Information Technology field in the role of a Business Analyst.
  • M2 The proposed resource must possess a minimum of 3 of the past 10
    years as a part of an IM/IT business team in an enterprise environment

    M3 The proposed resource must possess a minimum of 3 of the past 5
    years where the resource has made extensive use of JAD sessions or Workgroups involving IM/IT stakeholders
    M4 The proposed resource must possess a minimum of 3 of the past 5 years xperience providing recommendations to modify or redesign or remove existing business processes or add new business processes in support of efficient business operations in at least two of the following areas:

      • Cost
      • Resource
      • Organization
      • Accountability of processes
      • Measurement of processes
      • Elimination of process redundancies

    M5 The proposed resource must possess a minimum of 5 years experience working in federal government wide horizontal projects (i.e. shared services initiatives).

    M7 The proposed resource must have worked on at least two projects involving analysis, requirements and planning for the migration of production IT systems to new premises (new buildings or new facilities in an existing building), with project durations of at least 6 months each.

Rated Requirements:
R1 possess experience working as a Business Analyst in an IM/IT environment.

R2 possess experience facilitating JAD sessions, working groups or workshop with multidisciplinary teams including: directors, business partners, supervisors, system owners, and end users.

R4 possess experience with projects involving analysis, requirements definition and planning for the migration of production IT systems to new premises (new buildings or new facilities in an existing building), with a project duration of at least 6 months. The proposed resource must possess experience working with stakeholders in developing test plans and test scripts.

R6 possess experience in requirements gathering and requirements definition in support of improved business processes or information systems.

R7 possess experience ensuring quality IM/IT solutions by mapping business requirements to technical specifications.

R8 possess experience representing IM/IT requirements as conceptual, logical and physical models using tools (e.g., MS Visio, Mega) and standards (e.g., BPMN, UML).

R9 The proposed resource must possess experience:

  • recommending to management, based upon the candidate’s analysis, information system business requirements
    or
  • experience modifying existing business processes to effectively use implemented information systems approved by management.
