Transport Canada is the department of the Government of Canada responsible for developing and enforcing regulations, policies and services for rail, marine, and air transportation in Canada.
Environment Information System (EIS)
The EIS is an enterprise geographic information system (GIS) used to manage Transport Canada’s real property and environmental information, including legal records, properties, building and other structures, fuel storage tanks, and other information pertaining to Transport Canada’s obligations as custodian of Federal real property assets.
Esper provided solution-based services for this turn-key project, where Esper was responsible for all project planning, resource management, and project execution. Esper built and tested the EIS at its facility, with planned incremental deliveries to the client site.
Esper also provided on-going support to the production system throughout the development period, as well as on-site consultants on as needed basis.

Aboriginal Consultation Information System (ACIMS) Study
The Crown, through its various government departments and agencies, has a legal duty to consult Aboriginal peoples when it has knowledge, real or constructive, of the potential existence of Aboriginal right or title and contemplates conduct that might adversely affect it.
Esper completed an analysis to establish high-level system requirements as well as a project schedule and budgetary estimates to develop an automated information system to manage and track the activities related to Transport Canada's Aboriginal consultations.
